Luminis Channel Creation/Modification

Does a user have to be an admin to create/modify a channel? I have not found a way within Groups to give a user access to creating/modifying a channel, without giving them access to all other administrative functions.

Luminis IV instructions (and a caveat)

This gives a user/group the right to create channels and manage the ones they create. As far as I can tell, only the admin group can manage any channel:

Under Portal Administration, click "Manage Permissions and Grants"

Open the "Channel Creation" item and select "Publish a Channel" then hit Submit.

Set up the principal (e.g. role/group) and restrictions you want.
