Javascript or html in Luminis file

I have a javascript that works only if the DOCTYPE tag is removed from Dreamweaver, but that tag is not available to me for removal in Luminis. Also can not place js in the head of a Luminis Document, as head and body tags are not available. Can I instead have an html document load as the body in my Luminis template? If so, how?
