OK, this caused me hours of aggravation, but here it is for you, FREE ;>

If you go to 3.3.3.142 and your users lose the ability to read targeted announcements (access denied).

This was the fix for me:

configman –s com.pipeline.web.SafeUTFURL.enabled false

same solution
