LDN - Luminis Developer Network

As we are getting ready for conversion to Banner, I am assessing the team's needs. We were told to involve our webmaster for building the portal. What kind of technical skills are required for this task? The more detailed information the better.

We are in a Windows Environment. We will have Oracle 10g. We bought the Student, Finance, Financial Aid, and HR modules. We have Xtender, COGNOS, and Luminis built into the implementation plan.
