SSO to Moodle from Luminis 4

Hi all,
I am having trouble getting a CPIP connector to work from Luminis 4 to Moodle. When I select to do SSO I get this error on the moodle login page
"Unfortunately, cookies are currently not enabled in your browser"
I went poking around on some Moodle forums and someone had this to mention "It appears that the moodle log in page does not like direct hits with no cookies set ". What I think is happening is when you go to Moodle it puts 2 cookies in your browser, then when you visit the login page and login it uses those 2 cookies (or maybe just 1) as part of the login process.
Attached is our moodle.properties file, any help would be greatly appreciated (:^)
