Same problem
Hi,
We are currently having the same problem and have an SR open with SunGard. The first thing they told us to look at was FAQ 1-21BG0A Luminis Platform IV- Known installation issues for LP IV, issue #2.

We fought that for weeks and finally got around it somehow... just not sure what was the key to getting it to work, but make sure all of the installer files are removed before trying the re-install again.
From my notes...

One item stuffed way down in the FAQ is to make sure your hosts are well-named - i.e. DNS entries must be "sane". I fought this for months and it was an incorrect primary entry in DNS. There is an arcane dns (reverse?) lookup somewhere in the JES installer that messes up the install and hence the MB start.
The FAQ is mostly up-to-date and very comprehensive, read it carefully.
