LDN - Luminis Developer Network

I'm sorry to ask such a basic question, but I was recently assigned this task, and at this point I'm just trying to learn the interface as I go.

We have a number of layouts which are initially assigned to roles. I can change a layout (for example, add a tab) and it saves nicely - but users with the associated role do not see my changes. There must be a way to push the changed layout to those users, overriding any customizations they've already done locally, but I don't see how to do that. Is this possible? If so, how do I get the changes I've made reflected in the layouts current users have?
