GCF CPIP not sending password

This GCF cpip is the only cpip that we have where we store both username and password. I see an error in the logs that says it can't decrypt the password for this cpip, which makes sense if it is sending a null value. I tried resetting the credentials with the cptool set user command (for the ExternalAccount).We do have a secretstore recovery agent running.

I created a brand new GCF cpip to try and start 'fresh' with the secretstore. I imported the login and password for each user for this system. This new cpip is acting in the exact same way. It is sending a null password instead of the imported password and I see an error in the cp.log file stating the password for this new cpip can't be decrypted upon my login. I am not sure what is going on here with our secretstore? Is there something new in IV with the secretstore that I am not aware of as we just went live after a migration from III.

*Update*
If we log in via the resource tier webserver, the secrets get decrypted just fine. But logging in via a web tier, the secrets do not get decrypted.

cptool sync

might "cptool sync" help you ?? That should do it.
