Edit user role permission

If I create an access group, how can I assign an "edit user role permission" to that group?

use the admin toolchest icon
These are the steps on my Luminis 4, using the UI
1) log in as an admin user
2) click the admin toolchest icon (i.e. not the Portal Admin link)
3) expand the Access Groups folder, click on Manage
4) scroll done and click "Search" button
5) select the role that you want to apply the permission to (in my case uolUserAdmin)
6) click "Edit" button next to permissions
7) my uolUserAdmin role has the following permissions: EditAccountStatus SearchUsers ViewEmail ViewPersonalInfo, ViewSchoolInfo
At the moment I am working on adding an entirely new permission to Luminis, and updating the menu for the admin toolchest to have entries for this.
So far I have : put a new permission into the LDAP, updated the Sys Admin menu, given conditional access to the new menu entries. Unfortunately I have not been able to give access rights to the jsp page that these menu links attempt to launch.
