Can't assing user Targeted Content Manager permission

I'm trying to assign the permission to create/modify Targeted Content Channels and I don't see it in Luminis IV.  In 3.3 there used to be a permission 'Subscribe: Targeted Content Manager' but I don't see that in IV.  Does anyone know how to fix this?
