Yes,
You can paste the usernames or email address:
Click the groups icon
Select the group
Choose Members from configuration Tools
You should have a Search for Users, Add by Login, Add by Email, and Add from Imported Groups tab
I usually run a report in Banner with the population I want and have just the login id (gobtpac_external_user) as the result of the query.
I then paste that list into "Login Name(s)" box under Add by Login
If you have a large list it can take a long time to complete.

populate groups
As far as I know, the only way to populate a group at the command line would be using perl/php or some language that can establish a database connection in order to insert a record into the gt_member table.
