Channels Missing from Category

Recently we used tccmigrator export to dump the TCCs from our TEST system. After backing up our TCCs we rolled back to a previous snapshot (using zfs zones) and then imported the TCCs. We went through and set all the TCCs to be in the 'TCC' channel category. When logged in as a fragment owner with no roles defined we can see the full list of channels when trying to add one to the layout. When logged in as a non-fragment owner but still admin account the list only has a few of the channels. Has anyone seen this before? Is there a setting or something that I missed?

Solution

This ended up being an combination of two issues: user attributes we are pulling from Banner and channel permissions/categories. Previously we had not tested the portal behavior when a targeted attribute was missing from a user account. What we are seeing now is in the event a user has permissions to view all TCCs, unless they have a valid attribute value they still will not see the TCC. We were hoping with just the permissions we could override the audiences but it doesn't seem to be quite that simple.
