Is it possible to change the text of an error message?

Luminis 4.3.0.173

We have been asked to change the text of the following error message:

External System Error
CPIP Notification: The system 'webstudy' is responding too slowly or not at all, please try again after a short wait
If you need assistance, contact your system administrator

The problem is that it names the external system (webstudy) which gives the user the idea that the external system is down when it may or may not be. The request is to lose the es reference and simply say

External System Error
CPIP Notification: The system is responding too slowly or not at all, please try again after a short wait
If you need assistance, contact your system administrator

Is this possible? And if so, where is that changed?

I forget where the variables like ${accnterror.message} are stored. Maybe in cp.jar property files.
